Plans have been submitted to Rossendale Borough Council for a new solar panel system at a property in Rawtenstall. The panels will be mounted on aluminium ground-screw frames, chosen for their stability and suitability for the site’s uneven ground.
From householder to full planning application
The scheme was initially submitted as a householder planning application in October. It was later upgraded to a full planning application after the proposed location was considered too far from the main dwelling to fall within the property’s curtilage. Despite this, the panels will remain entirely within the boundaries of the Lench Road property in Waterfoot, ensuring the household benefits as intended.
Ground disturbance will be minimal, limited to installing the screws that secure the panels. A biodiversity net gain statement accompanies the submission, highlighting how the project will enhance the local environment. This followed detailed discussions to clarify the work’s scope and reassure stakeholders that the land would remain largely untouched apart from mounting the frames.

The designated area is currently empty, with no existing materials or structures. The plans allow minor alterations to internal routes but will not impact public footpaths. Submitted on 16 December, the application is now under consideration by Rossendale Borough Council.
