Rossendale Council discusses potential new wind farm at public meeting

At a recent meeting, Rossendale Council discussed the proposed Scout Moor II wind farm project, a development that has sparked significant debate among residents.

The plan involves the construction of new turbines near the existing Scout Moor wind farm, led by the developer Cubico.

If approved, the project could generate enough energy to power over 100,000 homes, fulfilling about one-tenth of Greater Manchester’s domestic electricity needs.

However, the proposal faces challenges similar to those encountered by a similar extension plan in 2015, which, despite initial support from local councils, was ultimately rejected.

The current proposal has raised several concerns regarding its potential impact on the environment, rural areas, and the surrounding community.

Rossendale residents’ questions and concerns

During the council’s meeting, a resident from Whitworth raised concerns about the project, prompting a detailed response from Labour Cllr Alyson Barnes, the council leader.

Barnes confirmed that discussions with Cubico regarding consultation processes have taken place, with the most recent meeting occurring two weeks ago.

Labour Councillor Andrew Walmsley, who also serves as deputy council leader and is responsible for resources, addressed the proposal’s financial aspects.

“When the council adjudicates on a planning application it must primarily consider the land-use planning merits. This means factors such as the impact on the environment and local community and compliance with planning policies,” Walmsley noted.

His comments reflect the council’s broader commitment to impartiality and balanced decision-making.

Gathering input from the Rossendale community

Cubico, an international energy firm headquartered in London, plans to hold public sessions in Rossendale and Rochdale this spring to seek further community input.

These upcoming events will play a key role in gauging the Rossendale community’s views and addressing residents’ concerns, highlighting the importance of public engagement in shaping the future of this significant project.
