Lancashire County Council sets out proposed parking changes in Whitworth and Helmshore

Lancashire County Council has issued a draft Traffic Regulation Order (TRO), reference LSG4/894.21217/AFR, outlining new parking restrictions across Rossendale. The order, released on 26 September 2025, focuses on Whitworth, Helmshore and Haslingden. The consultation is open until 24 October 2025, giving residents and businesses the opportunity to have their say.

Changes on Market Street, Whitworth

One of the key proposals concerns Market Street in Whitworth. The scheme introduces a no-waiting-at-any-time zone on the west side of the carriageway, extending 15 metres southwards from the centreline of Millfold. This is intended to keep the road clear for motorists and pedestrians, helping everyone negotiate the junction safely.

Station Road, Helmshore proposals

Station Road in Helmshore is also singled out in the draft order. Several new waiting restrictions are proposed around the Helmshore Road junction—sections of 26 metres, 27 metres and 51 metres on various sides of the road. A time-limited restriction is also suggested: no parking would be permitted between 8am and 6pm along a 93-metre stretch on the north-east side, starting 33 metres from the junction. These measures aim to cut congestion, improve visibility and ensure safe access for residents.

School entrance restrictions

The order also tackles school-time traffic. On Cowm Park Way North in Whitworth, stopping would be prohibited on the marked school entrance markings. The restriction covers 25.56 metres on the east side, beginning 346 metres from Tong Lane, and would apply Monday to Friday between 8am and 6pm. The council says this will boost safety for children and ease pressure during the busy school run.

Next steps for the proposals

Once the consultation closes on 24 October 2025, all feedback will be reviewed by Lancashire County Council’s highways and legal teams. They will weigh up the impact on residents, businesses and road safety before putting forward recommendations.

If the order is confirmed, the new restrictions will be introduced via updated road markings and signs. Should alterations be necessary, the draft may be amended or sent back for further consideration. The process is designed to ensure the final measures balance traffic-management requirements with the concerns of the local community.
